You must pass the Balance of Family test, which requires that at least half of your children must be living in Australia as Australian citizens, permanent residents, or eligible New Zealand citizens, or more of your children must live in Australia than in any other single country.
You must make a significant financial contribution towards the cost of your visa application. This is a contributory visa, so the contribution amount is higher than that required for the Subclass 103 Parent Visa.
